District Attorney Larry Krasner said in a statement that the FBI Joint Terrorism Task Force’s efforts “potentially thwarted a catastrophic terrorist attack in the name of a perverted ideology that in no way, shape, or form represents the beliefs of the overwhelming majority of peace-seeking people of faith, including Muslims.”

“The accusations we have brought against this person are the most severe allegations of purported terrorist conduct ever brought before a Philadelphia County court. In order to safeguard all of our communities from racial and ideologically motivated acts of violence, we aim to vigorously seek full responsibility for these crimes. We will also keep up our close cooperation with our law enforcement allies.

In a statement provided by the District Attorney’s Office, FBI Special Agent in Charge Jacqueline Maguire said that the FBI’s top priority is defending the US from terrorist attacks.

The young person is alleged to have communicated with individuals and organizations that the US State Department has designated as international terrorist organizations, such as Katibat al Tawhid wal Jihad (“KTJ”), which is thought to be based primarily in Syria and is believed to be behind attacks like the deadly metro attack in St. Petersburg, Russia, in April 2017 and the 2016 suicide car bombing of the Chinese Embassy in Bishkek, Kyrgyzstan.

A Meta (also known as Instagram) social media account that connected with a KTJ-affiliated account in March and April of 2023 was linked to the child by investigators with the FBI Joint Terrorism Task Force. Investigators also discovered that a WhatsApp account connected to the minor’s phone number had a flag of the terrorist organization Riyad-us-Saliheen Martyrs’ Brigade as its profile picture. The juvenile’s WhatsApp profile picture was changed to an image of the ISIS flag on August 6, according to the Task Force.

“Self-radicalization by young people via the internet is a threat to all families,” said District Attorney Krasner. Parents, be on the lookout for cults that use violence to entice children under the pretense of politics or religion.

Krasner said, “The juvenile is also claimed to have received communications connected to the making of improvised explosive devices (IEDs) and to have bought items online, such as chemical cleansers used in making IEDs and outdoor or tactical clothing.
