<p>“For four decades after independence, the Congress failed to grasp the need of establishing the Panchayati Raj system in the countryside. The District Panchayat system, which was established after this, was left to its own devices under the administration of the Congress, according to PM Modi.</p>
<p>The Prime Minister went on to say that “democracy was established at the ground level for the first time in the Valley” in reference to the Gram Panchayat elections that were conducted in Jammu and Kashmir after the repeal of Article 370 in 2019.</p>
<p>“Elections from the Gram Panchayat level to the District level were conducted there for the first time since the abolition of Article 370. More than 33,000 local people’s representatives were chosen in these. In the Valley, democracy was created at the local level for the first time, he claimed.</p>
<p>PM Modi also encouraged BJP members to go to and get acquainted with smaller areas. “As a BJP spokesperson, you must convey the advantages of the Panchayati Raj system to the person at the end of the social hierarchy. I’d want to ask everyone of you to spend two nights a week staying at a modest location nearby and interacting with the locals, he added.</p>
